"Public URL" Option?

Greetings, community members!
I am wondering if Learn has the option of providing a "public URL" that we can use to link videos, etc. that we don't actually want to house as courses in the LMS. I was told by an IT person that some LM systems offer that functionality, and I'm hoping that Learn is one of them?
What I'm trying to accomplish is linking a URL to a publication file so our associates can view the published file on the web without having to log in to the LMS. Sort of what you can do through an intranet, although sadly our intranet cannot house this function.
