Can memory space ever be regained? Specifically attachments in Resource manager.

I understand that when a course is removed to the warehouse, don't want to offer it again for example, the course can never actually be deleted and takes up a portion of our paid for memory allocation.
I want to use the LearnCenter to distribute aassignments to do some equipment inspections every month.
I can put a PDF document in the Resource Manager and attach it to an assignment. I assume at that point it is taking up a portion of the memory allocation.
After the assignment is complete for all users I want to delete the PDF document from the Resource Manager and the assignment with the hope I could regain that memory space. A single file is not that much but over time the files will multiply.
