Most direct way to give an assessment to a user?

Here’s what I’m trying to do (simplified). We are sending a paper copy of a letter to employees. I want the employees to answer a single question Assessment, “Did you receive the letter?”   The ideal solution would be to create an Assessment and map users directly to it. Alas, not an option as far as I can tell.

Here’s two ways that I figured out to do it but both aren’t quite what I want.

I created an Assessment. I then created an Instance. I created a Learning Plan. I mapped the Assessment Instance to the Learning Plan. This works but I’d really like to be able to use the reminder notices and notifications such as with assignments. Other than just making a due date visible for the Learning Plan there’s no way to trigger any notices that I can see.
