How to keep the clock running on an interactive assignment?

Looking to see if anyone has ideas for a workaround. I just discovered this wasn't working as planned.
I have two things I'm trying to handle as an asisgnment. One of the items is a monthly safety equipment inspection assigned to specific users. I created an interactive assignment with an attachment of the inspection sheet they are to use. The assignment appears to the user on the first of the month. The assignment is due at the end of the month. The user opens the assignment, prints out the checklist, and then submits the assignment for grading - before they do the inspection in the field. I want it to be interactive so that the user will return
