Course Content Time Spent and Course Overall Time Spent

Does anyone know what populates the fields “Course Content Time Spent “ and “Course Overall Time Spent”.  I found these two fields in the LearnCenter Report.  When I run a report using these fields my data is not accurate.  For some users the Course Content Time Spent is 0.00 and for some people the Course Overall Time Spent is completed blank.  Any assistance would be appreciated.  I am trying to figure out how someone can data in one and not in the other.
