User ILT Session Survey Followup Not Workin

Does anybody knows if the User ILT Session Survey Follow-up does not work for the version 13.14? This is my version for the testing environment that I have. I created the Assessment/Survey, then the instance for this assessment/survey, then the survey itself, selecting the ILT session to the survey, the instance, and set up the delay to 0 as I wanted to receive it right away as I'm only doing some testing experiment. But when I set up my enrolment status to completed, I did not get the message "User ILT Session Survey Follow-up". Am I doing something wrong or
