Group Set Up

We are giong to push our LMS out global starting next year and have begun the set up work to set that up. One question came up on how to set up something we'd heard about a year ago - at the time it didn't make sense for us to do - but now want to pursue. We will have HR at the Root level and all of the company will have access via the batch, then, based on the Group, each group will see a different button/link that will take them to their individual sub LC.
Now, we are having Oracle do the UI piece and set up the actual groups. What we want to do in house is the setting up of the sub LC's and provide the new button/link on the root that will be the pointer for each of the groups.
