Updating a VBCS mobile application without updating the APK

The VBCS mobile application component has the normal dev, stage, live, obsolete lifecycles. If I have an application deployed on 600 COSU Android devices and want to make a simple change, do I need to update the application on every single device? If so that's fine, the codebase is small and would be ported to web app would take about 5 minutes. I'm just trying to figure out what is the best way to structure an application that is used internally on hundreds of Android devices spread across the continental United States,is not managed by an MDM solution (because we don't
