Best Practice Request - Annually retaking classes (strict 365 days)

What are your best practices for dealing with strict annual training requirements - meaning that employees' next completion of the course cannot be more than 365 days from the prior completion?
If, for example, a certain type of safety training is required annually and people will be starting the initial course at diffferent points in the year, how would you handle? Those taking it January 20, 2013 need to complete again by January 20, 2014. If they take the 2014 on January 18, they need to take again by 1/18/2015, etc.
