Reviewer's Manager - Performance Review Approver

Hi All,

I'm wondering if anyone else is having issues with bulk assigning reviews (manually, not using a review cycle) with the approver set to reviewer's manager.  When I assign reviews one employee at a time, the system has no issue determining who the approver should be (reviewer's manager, as set in the workflow properties), BUT when I try to bulk assign reviews (let's 5 employees, all with the same manager), I get an error that says --

Review Notification:

The following employees have no approvers assigned:

- List of EE names..

I've triple checked to make sure everyone in the approval chain is marked as an approver in their user record, and I cannot for the life of me figure out what the problem is...  Has anyone else encountered this?
