Send email message to newly added user?

Is there a communication/message that can be set up that will automatically email a new user once their account has been created?  Our payroll system feeds into our Learn Center and it automatically creates a new user account when there is a new employee.  I'd like to have the Learn Center then automatically email the new user so they will know their Learn Center account is ready for them to log in.
