How to a send message when an enrollment is created?

We are creating some VILT sessions. I need to be able to send an email message to someone (who is not an Enrollment Administrator) whenever we create an Enrollment. I have not been able to find a message that will do that. I tried adding the extra person in the "To" and "CC" in the Enrollment Message called Administrator Entry, but that did not work. Any ideas?
