Need your expertise on "fill in the blank" quizzes

Does any of you assessment experts know how "fill in the blank" questions work? Is it even possible to mix true/false questions and fill in the blank questions and have them assigned via a Learning Plan?
We have built an assessment with 4 fill in the blanks and 1 true false question. The committee wants the answers review and responded to by the coordinator. The instance is one of many components that will be sequenced (enforced) in a Learning Plan.We are assuming that to grade and provide feedback on the "fill in the blanks" questions that an assignment has to be created for the instance and before it was placed in the Learning Plan.
