Adding Skills to Job Profiles

In our Test LearnCenter I've created a Skill (we will be adding one in our root LearnCenter within the next week) with a Data Security course that we will want to assign to all Users within the next week, that will have to be completed by all users annually. I've added this Skill to a Job Profile; however, the Skill is not showing up in the the Users Learning Plans.
Any help would be appreciated!
