Managers See Other Reviews?

Hi all,
We now have to managers in our Taleo Perform system that can see a random employee (each manager is seeing a different employee). There is no reporting structure that ties them together - not an indirect manager, not a subordinate, etc. They aren't in the same offices, departments, regions, etc.
However, when the manager logs in, he can see the performance review for this random employee. Since this has now happened twice to us, can someone please let me know if this also happens to them? Why is it happening? How do we fix it?
Since the manager isn't linked to the employee in any way that I can see, I can't just change it... The right managers are in the right fields, and yet this random manager can still see the employee.
