Is there a way to restrict enrollments to a specific group of people?

I have an interesting situation with Learning Plans and Enrollments.  I have 15,000 users in my LearnCenter.  1,200+ are “leaders” and are required to complete 3 Learning Plans.  The first Learning Plan has 3 ILT Tracks, the 2nd has 2 ILT tracks and the 3rd has 5 ILT tracks.  My problem starts with Learning Plan #2.  To take the first ILT class you must have completed the 1st Learning Plan.  Right now, two weeks before the start of the class I run a report of who has completed the 1st Learning Plan, and those who have not completed are removed from the enrollment.  This was working for a while but the ILT second class is starting in the summer and now I am going to have to run these reports for each of the two ILT’s.  Simultaneously, we are starting Learning Plan number 3 and there are 2 ILTs that are open to all staff while the 3 classes require completion of Learning Plan #2.
