Learning Plan and Reporting Issue

I have never seen anything like this before and was wondering if anyone else has seen it. I was running some Learning Plan reports today and I had people showing up as completed but the class that would satisfy their learning plan was not scheduled to begin for another three weeks. I then looked in the user filter and they are not marked as completed but the Insight Report thinks they are. I already have a Service ticket for this because I cannot give out these reports to our leadership where people are identified as completing the Learning Plan if
