Does anyone have a best practice for utilitzing assignments/skills/competencies?

We are JUST beginning our very first online LMS. We just purchased it this May and are building the configurations and courses, etc.
We have a program that requires, courses, assessments, as well as Performance Verification - by Performance Verification I mean this:
In order for an employee to be able to be verified in "Using Tools" he must first complete task 1, task 2 and task 3. (which are on the job tasks) Once he shows that he can perform those 3 tasks he will be considered verified in "Using Tools".
Ideally the employee signs off on each task as well as the supervisor - How would this work in the LMS. Is there something that the employee can check off that they have done that task and is sent to the supervisor to approve?
