Scorm 2004 issues

I had to publish a course using Scorm 2004 edition 3 because the data susupend was not large enough in Scorm 1.2. I cannot get this inserted into the root, and have been getting errors in the FTP. Can someone please help? Are Scorm 2004 larger/ more cumbersome to add to the FTP site?
This course is do out soon and this is soooooo frustrating.
