My Teams and Insight Report not working for some supervisors

Before I open a service ticket I am trying to make sure this is not a user error. I have two supervisors with the EXACT same Supervisor Accounts permission. I have shared an Insight Report. One manager can see the options to run the insight report while another does not have any options just a blank box (see attachment). Am I doing something wrong or is this a Support Issue.
