Control Panel access in sub learncenters

I created an account that I want to have control panel access across the sub learn centers on our site. The way I have it setup now, this user can access the Home (root) learn center's control panel, but when they go to a sub learn center, they do not get access to the control panel for that sub learn center. What do I need to do to make this happen? Is there a specific permission or group of permissions I need to turn on for this user? Thanks
