Enrollment Completion Reporting

Happy Halloween TKE! 

I've been trying all morning to run a report (both using the Report Manager and Insight Reporting) that I can use to show Complete/Incompleted Enrollments for an entire office.  My problem that I keep running into is that the reports that I have been running are not accurate when I cross-check with an end-users learning history.  I'm able to run a report for one Enrollment but we have multiple enrollments and I would like to provide our local offices with an overview of the number of people in their office who have completed multiple ILT Events and the number of
