Phantom messages sent from the LearnCenter to Enrollment Administrators

The first time this happened to one of our enrollment administrators I took it with a grain on salt.  Until now.

The LearnCenter erroneously sent out a minimum enrollment not met message to an Enrollment Administrator.

A few months back one of our enrollment administrators told me about a weird email he received. The class was full and he couldn't figure out why he was sent this message. I put in a Service Request and Oracle couldn't find a problem.  Then a few weeks later I got another call from the same person saying he had received a second email from the learncenter.  I went into the Control Panel and changed the wording in the master email for Minimum Enrollment not met.  I also added myself as being cc'ed on all
