Upload skills and attach them to users

Hi everyone,

My company is wondering if there is a way to do a mass upload of information from our HRIS into Learn through an Excel or CSV file.  This information was not uploaded during our historical upload that Oracle did. 

The information is certifications that each employee has - the title of the cerfication, another description field, date acquired, and the expiration date.

I think this information should go into Skills and Assignments so the expiration of the certifications can be tracked and they can be renewed.

Does anybody know of a way to import this information so each certification does not need to be setup individually?  I searched for a way to do this quite a bit last week and did not see any good options.
