Can managers review course answers for their Direct Reports?

We have a sales program and we would like our managers to view their employees answers to free form questions that are in the system (build in Taleo Learn).  I can't figure out a way to get this to work.  I have thought about using assignments but it doesn't seem that the system will let a manager approve an assignment only an admin. Any suggestions?
