My Team Add External Training

I am curious as to whether or not managers/supervisors can add an External Training event to the profiles of those on their My Team page.  This seems like a useful function for managers/supervisors to have.  Or is the only option to have someone with administrative rights add the external training through the Control Panel?

Any info will be appreciated.  Thank you.
