Help with Advanced Learning and Security/Permissions Question

We've historically used only the learning components of the LearnCenter, but management would like to look into some more advanced uses for some basic talent management functions.

Would like to allow employees to work with their supervisors to create career goals and give supervisors insight into how those employees are progressing toward those goals.

I'm researching and looking to see what's possible with the learncenter elements wehave not used, but I would appreciate any insight from those who may have executed something similar.

SECURITY QUESTION:

In pursuit of the above goal, there are some concerns about privacy of employee data. All action currently takes place in the root LearnCenter and many users have access to Control Panel reporting tools for divisional and regional training-reporting purposes.
