Anyone trigger completion records from outside their learncenter?

So my boss is getting all excited about using "external mechanisms"  to trigger completion records in an LMS. This concept tends to be a hot discussion durning a lot of learning meetings and conferences where CLOs claim to be geniuses when the mechanics seem to be rather lightweight. Everybody essentially complains that a UI in just about any OOTB LMS misses the mark. So they discuss using third party methods of triggering a completion record

The concept with maybe a little more detail (maybe I am half dangerous because I only half way know what I am talking about)
