Post Status Notification emails not working? - Update issue??

We received several complaints from Supervisors that they are being spammed by the LearnCenter.  We have Post status notification emails set up to send an email to enrollment No Shows and a cc to their Supervisors.  Since the upgrade, the system has been sending emails to supervisors of all registrants including those with a post status of completed and those with a pre-status of User Dropped.  Needless to say this has caused a fair amount of calls and emails from managers who are being spammed.  I tested the issue myself and it is indeed sending emails to all supervisors.  I
