Problem running report - Birt Designer Pro

I have created a report where I linked the User_IOB + LearningPlan_IOB + LearningPlanProgress_IOB. I joined the UserID field with the LearnPlanUserID field and the LearningPlanID of the LearningPlan with the LearningPlanID of the LearningPlan Progress.

I am only interested in Learning Plan Name, Due Date, Status and Completed Date. In Parameters I have set show mapped User to "O", as we don't have mapped users. I have set the LearningPlan_IOB to 'null' as this is the only way I am getting results, but the system will pull only one random Learning Plan.

When I enter the Learning Plan xml code generated via the Parameter Generator in Insight into the LearningPlan_IOB I get "0" results.
