What function do competencies play that differs from categories?

Is the one to one ratio important (put in a competency for Adaptability and then a category for Adaptability or could we go with mapping Adaptability as a comptency to a Workplace category)? Could we map everything as a category rather than a competency? Is the description needed in the category for the course catalog on the user end?
