Adding messages to a Learning Plan

We are looking to update our messages for our Learning Plans. I am in the beginning stages of testing, so thought I would seek a bit of feedback from any experienced users.

- If we add/map a new message to an active Learning Plan, how does this impact users who are already assigned users? Specifically, if the message is for completed/incomplete status - will messages generate to those users who were already assigned the LP? Or would it only trigger for new users mapped to the Learning Plan?

- I've read some posts about some of the canned messages, like those for upcoming due dates/past due, being sent out even after training has been completed due to a lag. Does this seem to impact many customers of Learn? Or perhaps some of the posts I have read are out of date (posted in fall 2014).
