Some users not receiving auto emails triggered by Learning Plans

I've set up a learning plan to have emails automatically triggered when users get added to the Learning Plan. Some users are saying that they never received the emails, even though I could see that they have been assigned the plan. Has anyone encountered this issue before? Is there a log within Oracle that allows you to see who has actually been sent the emails?
