Are other clients experiencing latency - especially from 11-1 ?

Hi, we are wondering if we are alone or if others are having latency problems with adding users to enrollments, or any other task in the control panel?  If I click on an item in the control panel such as Learning Plans,  it is often taking 10-30 seconds for the next page to open and load. Several admins are reporting it is more than painful to add users to enrollments and things are crawling over the lunch hours.  Wondering if it is an internal issue, Internet issue or Oracle....
