Unable to select review approvers

Client started populating Position Control; didn't know what it was, and has no plans to use it. We were finally able to figure out how to check the box to identify who will be Review Approvers, but now when a Review template is assigned, the User's (Approver) name isn't coming up. Most of the manager Users are still assigned the 'No Access' role, but we changed one to the Manager role (with Review Approver checked) and this person's name isn't coming up. Any ideas?
