I've been testing the audit trial report and the electronic signature for enrollment users. My main testing did not include the Change Control # within the electronic signature but now it is required as another layer of security but it appears that the Change Control # is not assigned by user, rather, each user must be instructed to place the same value that is placed in the Required Value field of the Electronic Signature setting.

Online help simply states: If you decide to use this field, you will need to provide Users with the Change Control # so that they can proceed with the Electronic Signature. If what they type does not match the correct information, they will an error message and will not be able to complete the Electronic Signature.
