How can we assign ESS jobs (request Groups) for scheduling without adding Roles to user account?

In EBS we used to assign Custom Request Groups to a specific user account to schedule any concurrent jobs.

How can we achieve this functionality in Fusion?

Eg: - i want to schedule create accounting in Payables for a new user account called as Scheduler - but we don't want that scheduler account to perform any AP Invoicing or Payment Activity?

How can this be achieved in Fusion?
