How exactly are filters suppose to work

I am creating reports with BI reporting and have an issue with Filters.  Are we not able to filter on a portion of the name of an enrollment?  I use filters for a variety of reason but it is not working when I try to filter on a portion of the name of an enrollment. I have a report.  when I remove the filter it works file, when I add the filter it comes back empty.  I know from the full report that the value i am searching for is there but when I add a filter the report returns
