Is anyone having issues with Learning Plans?

Summary

My Learning Plan is not assigning like it normally would.

I set up and assigned a Learning Plan to all company. Normally Learn would send out an email within a couple of minutes and users would be assigned right away.
This is not happening for me. When I check the users, they are in fact assigned and the learning plan is attached to the right learning plan widget, But the learning plan is not showing up.
Has there been some change that there is a delay in this.
