Wondering if anyone else is experiencing latency and multiple errors

Hi, we are experiencing latency and time out errors all over the LC. Is this widespread or am I an isolated client. I am in CHK

1) navigated CP > User > User and received this error: Timeout expired. The timeout period elapsed prior to completion of the operation or the server is not responding.

2) Tried to run a previously run Learning Plan repor> Error when clicked edit:  The requested resource is in use.
