Odd communication (from TBE) is it spam?..

Recieved an augmented system email from a Candidate

Hello..

I received the attached email from what appears to be a Candidate, via our TBE system.. The Subject line has been edited with copy at the start of the line, a link has been added into the middle of the email, but the Sender is not an existing Candidate..

Has this happened to anyone else?..

Are postings/email capability subject to spam?

Should I just assume this person was trying to remove themselves from a position they did not actually complete applying for?.

After posting this originally, I reached out to the sender to clarify their experience and intention.. They noted that they were trying to apply and make a joke.. Have others had this happen too?.. We appreciate a sense of humor in our agency, but the execution here seems a little off..
