Compare costs on the same task across projects

We have a standardized work breakdown structure and would like to compare costs for the same task across projects owned by the same project manager or assigned to the same project classification. What is the best way to go about this?

Ideally we want to have the tasks going down the left side of the report (rows) and the projects going across the top of the report (columns). The currently available subject areas seem to lock the tasks into the project plan structure, so that we are forced to include project in the rows, rather than going across. This doesn't allow us to compare tasks for different projects side-by-side.
