Need to track historical certifications, expiration dates and coursework for audits for professional licenses.

Our engineers have professional engineering licenses in a variety of disciplines in variety of states.  Once a license is achieved (as a result of jumping through hoops and passing an exam) it is current for a set amount of time (generally two or three years varying by state).  Additionally continuing education is required to maintain the license.  Compliance is a check the box activity, but there are audits.  Each employee may have licenses in multiple states and in multiple disciplines.  Each license has a unique identifier.  I have two needs:
