An Applicant who declines offer can re-apply on withdrawn application

Summary

The issue with allowing the applicant to re-apply is that the applicant appears at the status he was at last. In most cases "Job Offer"

I noticed that in January of 2015, this issue was also happening to someone who had a "Rejected" status. Of course the rejected applicant was never in the "Offer" step so other than the nuisance of having to deal with close inspection, the problem was different than having to deal with the possibility of 2 people in the "Offer" step. This could be an AAP reporting issue.

Is there a way to prevent a Declined applicant from receiving an automatic "Withdrawn" application? This would prevent the employee from being able to reapply.
