Loading Data to Person Profiles

We are not using the Performance Mgmt module, so have created a rating model and content type/ item to house our annual performance ratings.  What I can't figure out is how to load the ratings to this area.  We will need to load this data annually after each performance cycle. 

For example: Content Item = "2014 Performance Rating", Rating Level = applicable 2014 rating; Content Item = "2015 Performance Rating", Rating level = applicable 2015 rating, etc.  I need to load the rating levels each year.

Whitepaper "Options for Creating and Uploading Talent Profile Data" indicates that you should be able to use FBL or SDL for initial migration or mass data entry, but goes on to say "... use these tools for a once-only upload of a large amount of data and maintain the data in Oracle Fusion HCM thereafter..."  This confuses me, as it implies that it must be maintained manually after the initial load.
