Can Learning Plans be set up for sequencing? Ex: Cannot complete LP #2 until you have completed LP #

Is there any way to make this happen?
We are wanting to set up our learn center with a set of courses that would be organized into 100, 200, 300 and 400 levels. I am unsure how we will do this as of right now, but currently our users are familiar with the way learning plans work and report.
Is there any way Learning Plans can be locked in order by using skills or maybe even certification tracks?
Appreciate any thoughts on the topic.
