External training BI report, multiple records per ET?

When viewed through the UI, there is one ET record, but there is multiple in the BI report

I have a BI report with just the data view External training, no joins, no filters.  In my result set I see 2 distinct records with the same ET name. They each have their own ET ID. They happen to be consecutive. What I am trying to figure out, is why I see only one record when I view the External Training through the control panel?  I was expecting there to be multiple records in the ET Progress data view if there were multiple users mapped to it. But, there is only one user mapped, and this isn't the Progress
