Upload Photos in Simplified UI

What places are available in the simplified UI that HR or an employee can upload a person image/photo?
We have a requirement for HR Specialists to upload photos for employees in the simplified UI. The Directory is not a viable solution for us, and we have already logged an ER. We want to make sure we didn't miss another option. Ideally the Profiles work area would have this functionality.
Or, has anyone developed a workaround to be able to upload photos, such as adding a hyperlink that takes you to a page to upload photos?
