Create a report of all user accounts in TEE with OBI

I'm trying to manage users in our zone and need to start with who has a user account and what access they have. I cannot find user fields in the Criteria/Subject Areas. I see no standard report to run either. Any suggestions? I know in BO there was a feature you needed to turn on to be able to run Admin reports, but haven't found anything like this in BI.
