Is there a way to assign a Learning Plan to a New Hire once they are in the system using the dynamic groups?

My only experience with this has been with a custom integration, so looking for help on automatically assigning a New Hire learning plan for users to complete within 14 days of being hired.  Can anyone provide tips on how to accomplish this with the dynamic groups?
